• Incumbent will evaluate landscape ecological processes through accumulation and analysis of biological, environmental, and geospatial data, and provide recommendations to inform Natural Resource Management actions.
• Responsible for planning and execution of research, capture, and handling operations for livestock management (feral horses, steer, and trespass cattle).
• The incumbent will foster effective working relationships among federal, tribal, and state agencies and will effectively communicate with public stakeholders utilizing web content and other media.
• Serve as coordinator for the park horse use program, arranging training and procuring goods and services in support of interdisciplinary operations.
• Firearms proficiency, chemical immobilization experience, and radio-telemetry skills are required to accomplish program objectives.

Physical Demands: The position may require strenuous physical activity including periods of standing, walking, climbing, and lifting and carrying heavy objects. Some activities will occur in physically dangerous areas or settings. Documentary research and report writing work is sedentary, which entails the ability to concentrate and write for long periods of time.

Work Environment: Work is performed both indoors and outdoors in all types of weather. Assignments may be performed in potentially hazardous areas including steep slopes, rocky terrain, volcanoes, caves, fire lines, arctic environments, swamps, deserts, and forests. Flying in fixed-wing aircraft and helicopters is possible.

Area Information: Theodore Roosevelt National Park is located in Billings and McKenzie Counties, in the Badlands of Western North Dakota. The park consists of three separate Units: The South Unit, Elkhorn Ranch Unit, and North Unit, totaling ~70,447 acres. The landscape is characterized by stratified buttes, mixed-grass prairie, and forested riparian areas, which hosts a nearly complete assemblage of native wildlife, including bison, elk, bighorn sheep, prairie dogs, and mountain lion, among others. Feral horses and longhorn steer are also managed by the park. Summers temperatures occasionally exceed 100 degrees Fahrenheit, and winter temperatures can drop to -40 degrees Fahrenheit. The position is duty stationed at Park Headquarters in Medora, North Dakota, which is located 26 miles east of the Montana border, along the Interstate 94 corridor. Medora is a seasonal town with limited amenities. A wider variety of services are available 35 miles to the east in Dickinson, North Dakota.

EXPERIENCE: At least one (1) full year of specialized experience comparable in scope and responsibility to the GS-07 grade level in the Federal service (obtained in either the public or private sectors). Examples of qualifying specialized experience for this position includes: inventorying and compiling data on ecosystem components, such as vegetation, wildlife habitat, or visitor use impacts; conducting ecological inventories, assessments, and monitoring studies, compiling and analyzing large datasets and research information and reports, collecting and organizing a research library or body of literature, using GIS/GPS for data collection and spatial analysis, experience in applying a variety of methods to test hypotheses or research questions, and working with research partners or collaborators; develop and implement monitoring or research studies to achieve resource management goals; assisting with identifying research needs and priorities to address management or scientific needs, author or co-author on peer-reviewed scientific journal articles, communicate scientific results to a professional/scientific audience, evaluates research proposals for effects on resources being studied, and adherence to law and policy, such as the Organic Act, National Environmental Policy Act, Endangered Species Act, National Historic Preservation Act, Wilderness Act, other policies, serve as a representative on a multi-agency/institution project team or long-term partnership, and assist with/or negotiate, writes, and coordinates agreements with cooperators. Experience equivalent to the GS-09 may be professional work at the developmental or trainee level. Lower graded technician/assistant work alone is not qualifying for this series.
